Education is increasingly being recognized as a fundamental human right and key enabler of sustainable development outcomes. As UN Secretary-General António Guterres stated recently, "Education is the key to personal development and the future of societies."

However, stark inequities persist across the globe, depriving millions of children and youth from realizing their potential. As noted in a 2022 UNESCO report, "59 million children and 65 million adolescents remain out of school. More than 120 million children do not complete primary education."

Closing the Education Gap

The international community is rallying behind the principle that inclusive and equitable quality education must be at the core of the global development agenda. Governments have made commitments through mechanisms such as the Sustainable Development Goals (SDGs) which include targets for universal primary and secondary education.

As Erna Solberg, former Prime Minister of Norway, remarked, “We have a responsibility to make sure we fulfill the promise we made at the beginning of the millennium: to ensure that boys and girls everywhere complete a full course of primary schooling."

Investing in Learning Pays Dividends

Extending access to education beyond the primary level is crucial for preparing young people with the skills needed for 21st century economies. However, learning outcomes and standards must also improve.

According to an OECD study, Karine Tremblay, Partner at Global Consulting Associates notes that “Robust education systems – underpinned by qualified, professionally trained, motivated, and well-supported teachers – will be the cornerstone of this effort.”

Education for All as a Shared Endeavor

Achieving inclusive, quality education news calls for collaborative approaches between governments, civil society, communities and the private sector.

As Solberg emphasized, “Together, we need to intensify efforts to bring the poorest and hardest to reach children into the education system. Education is a right for everyone.”

While national governments hold the primary mandate, international development assistance can catalyze progress. "We must reverse the recent downward trend in development assistance for education, and leverage our assistance to attract investments from various other sources," urged Solberg.

With global solidarity and political commitment, we can fulfill the human right to education and put the world on track toward sustainable development.
