ПЕРСПЕКТИВИ ВИКОРИСТАННЯ ПРОГРЕСИВНИХ ІДЕЙ БРИТАНСЬКОГО ДОСВІДУ ЗАПРОВАДЖЕННЯ РИЗИК-МЕНЕДЖМЕНТУ В АГРАРНИХ ВИЩИХ НАВЧАЛЬНИХ ЗАКЛАДАХ

Анотація


У  статті  охарактеризовано  особливості  сучасного  етапу  розвитку  ризик-менеджменту у вітчизняних вишах. Визначено можливості застосування прогресивних ідей  британського  досвіду  менеджменту  ризиків  на  інституційному  рівні,  а  саме  в аграрних  університетах.  Зокрема,  сформульовано  рекомендації  щодо  використання досвіду університетів Великої Британії у впровадженні системи менеджменту ризиків, серед  яких:  розробка  стратегії  управління  ризиками  університету,  конкретизація методики  виявлення  та  аналізу  ризиків  вишу,  організація  ведення  обліку  ризиків, визначення ризик-апетиту, системний моніторинг процесу та результату менеджменту ризиків на всіх рівнях управління університетом. З’ясовано шляхи використання позитивного досвіду британських університетів у побудові  профілів  ризиків.  Запропоновано  використання  класифікації,  розробленої британськими  фахівцями,  що  включає  такі  зони:  репутаційні,  у  роботі  зі  студентами, кадрові, майнові та інфраструктурні, фінансові, комерційні, організаційні, інформаційні та ІТ-ризики.

The  article  focuses  on  the  features  of  the  present  stage  of  the  development  of  risk management in the Ukrainian universities. The possibility of using progressive ideas of the UK  experience  in  risk  management  at  the  institutional  level,  namely  in  the  agrarian universities, has been identified. In particular, the recommendations for the development of risk  management  in  higher  education  in  Ukraine  at  the  institutional  level  have  been formulated.  It  is  practically  useful  to  develop  methodological  guidelines  for  the  risk management implementation, to determine the acceptable level of risk (risk appetite) with key methods of risk management, to report on the results of risk management etc.  The  prospects  for  using  the  best  practice  of  UK  universities  in  the  creation  of  risk profiles  have  been  determined.  It  should  be  appropriate,  in  our  opinion,  to  construct  risk profiles of the agrarian universities with the use of the risk classification proposed by the UK specialists.  It  involves  the  following  areas:  reputation,  student,  personnel,  property  and infrastructure, financial, commercial, organizational, information and IT risks.
