ОСОБЛИВОСТІ ОРГАНІЗАЦІЇ СОЦІАЛЬНО-ПЕДАГОГІЧНОЇ ДІЯЛЬНОСТІ З НЕПОВНОЛІТНІМИ ПРАВОПОРУШНИКАМИ НА ХАРКІВЩИНІ НА ПОЧАТКУ ХХ СТОЛІТТЯ

Анотація


У статті проаналізовано специфіку організації соціально-педагогічної діяльності з неповнолітніми правопорушниками на Харківщині на початку ХХ століття. Установлено, що успішній організації зазначеної діяльності сприяли: прийняття низки нормативних документів; участь державних структур у роботі Міжнародної пенітенціарної комісії та Міжнародних пенітенціарних конгресів; визначення типів спеціальних закладів для неповнолітніх правопорушників; обґрунтування науковцями змісту, принципів, форм та методів  соціально-педагогічного впливу на особистість неповнолітнього правопорушника; благодійна діяльність приватних осіб, земств та товариств; заснування Судів для неповнолітніх; висвітлення зазначених питань на сторінках педагогічних журналів досліджуваного періоду.

В статье проанализирована специфика организации социально-педагогической деятельности с несовершеннолетними правонарушителями в Харьковской области в начале ХХ века. Установлено, что успешной организации указанной деятельности способствовали: принятие ряда нормативных документов; участие государственных структур в работе Международной пенитенциарной комиссии и международных пенитенциарных конгрессов; определение типов специальных учреждений для несовершеннолетних правонарушителей; обоснование учеными содержания, принципов, форм и методов социально-педагогического воздействия на личность несовершеннолетнего правонарушителя; благотворительная деятельность частных лиц, земств и обществ; основания Судов для несовершеннолетних; освещение указанных вопросов на страницах педагогических журналов исследуемого периода.

The article analyzes the specifics of the organization of socio-pedagogical activity with juvenile offenders in the Kharkiv region at the beginning of the XXth century. It has been established that the successful organization of this activity was facilitated by the adoption of a number of governing documents; participation of the government agencies in the work of the International Penitentiary Commission and international penitentiary congresses; determination of types of special institutions for juvenile offenders; scholars’ substantiation of the content, principles, forms and methods of the socio-pedagogical influence on the personality of a juvenile offender; the charitable activity of private individuals, zemstvos and societies; the establishment of the Courts for minors, coverage of the indicated issues on the pages of pedagogical journals of the period under study.

The organization of the successful socio-pedagogical activity with juvenile offenders in the Kharkiv region at the beginning of the XXth century was also promoted by the adoption of such normative documents as: “General Prison Instruction” (1915), Rules of Internal Prison Regulations (1916), in which the problems of the criminals’ behavior, their adherence to discipline, care about tidiness, hygiene, supplying food and clothing, correspondence and the order of the release from prison were raised. The beginning of the XXth century was marked by the active participation of the state structures in the work of the International Penitentiary Commission and the international penitentiary congresses, the activities of which were aimed at developing the criminal and executive system and introducing advanced methods of work with juvenile offenders.

 The prospective topics of the further scientific research can include the issue of the comparative analysis of the content of the socio-pedagogical activity with juvenile offenders in the leading countries of the world and Ukraine.
